In Bangladesh, health sector is one of the priority areas where GIZ provides technical support. GIZ invites applications from suitable candidates for the position of a “Junior Advisor HIS”, job location on Sylhet for the project titled SHSP – Support of the Health Sector Programme, Bangladesh”.

Develop and maintain a good working relationship with SCC health division and other stakeholders in the health information system such as the private for-profit and not-for-profit health service providers.Capacity

• Development the capacity of staff members of SCC especially those of the health division (counterparts) to enable them to better understand the policy issues of HIS and better govern the HIS of the city in the future.
• Train and expose counterparts on using information generated from the HMIS. This includes information/report generation (utilize the tools available in the HMIS) and information analysis.
• Build up the technical competency of counterparts for HMIS software management and maintenance such as periodic backups, basic troubleshooting and use of software.
• Capacity development efforts could be a combination of identifying and sending counterparts for training, on the job training and knowledge dissemination, exposure visits, etc.

Implement HMIS in Sylhet City Corporation

• The candidate will receive adequate training on the HMIS software from the GIZ HIS technical team to enable he/she to perform the required job independently in Sylhet. Continuous technical assistance will be provided by the GIZ HIS technical team which is based in Dhaka as necessary.
• Jointly develop an action plan with the GIZ HIS team and execute the activities for HMIS implementation in Sylhet city corporation.
• Support the SCC health division to develop a standardized reporting format (a set of minimum data variables, form template) for all health providers operating in the city.
• Plan and support the hardware / network procurement.
• Install and operationally the Urban HMIS. This includes providing training to end users on data entry, report/information extraction, basic trouble shooting and system maintenance. Provide technical assistance to set up the operations and management system of the HMIS.

• Minimum 3 years experience in implementation of medium IT project preferable with Government, National or international organizations.
• Experience in working with open source platforms and software especially Java, Ubuntu and MYSQL is preferable.
• Experience in ICT project management
• Experience working in the area of health informatics or information systems is an added advantage.
• Working experience with the public health sector of Bangladesh will be an asset.
• Proven skills in implementing ICT projects (installation, training, troubleshooting).
• Good English and Bangla communication and writing skills.Highly motivated and can work independently.
• Experience working with an international development cooperation or aid agency is preferable.
